We pulled every Kyoto-prefecture property listed with open-air-bath rooms — 144 of them — and sorted by price. Almost everything cheap is machiya rentals or seaside ryokan hours away. This is the exception: a normal, big-chain city hotel where the Superior Twin comes with a private open-air tub on the balcony, from ¥17,700 (≈US$114) for two. And unlike most of Kyoto’s one-review guesthouses, it has a real track record: 4.5 across 71 Japanese-platform reviews.
What to expect
Set expectations at “APA with a bonus”, not “ryokan”. APA is Japan’s biggest business-hotel chain: compact rooms, efficient front desk, zero romance. The tub is heated tap water, not onsen, and only the Superior Twin (18 m²) has it — book that room type by name, or you’ll get a standard 13 m² box. One booking quirk: Agoda still lists the property under its old name, Hotel WBF Gojo Omiya — same building, rebranded after APA took it over.
Eat nearby — this is the point
Gojo-Omiya is west Shimogyo: residential, quiet at night, zero tour groups. Walk 10–12 minutes north to Shijo-Omiya, a proudly untouristy transit corner where the original Gyoza no Ohsho opened in 1967 — Kyoto locals’ default cheap dinner (photo menus, nobody blinks at foreigners). From the same crossing, the little Randen tram rattles to Arashiyama, which beats the packed JR route. Toward Tambaguchi station you’re next to Kyoto’s wholesale-market district — lunch territory, not dinner.
